First step is that there is all the technical expertise in installing, customizing and modifying the software that is used for the forum. There will also be continuing technical issues with hosting, upgrades and further forum modifications. Then in the niche or topic of the forum an expertise is also needed. You require being a specialist of sorts to keep conversations going, starting new threads and getting involved. Then there is the interpersonal skills needed to handle the volunteer moderators and intervening in disputes between members of the forum who have disagreements.
